To assign an expense account to a tax line in QuickBooks, you will need to create a new account. Open the "Chart of Accounts" menu and click on the "Account" button.

Launch QuickBooks. Click the "Lists" tab in the main menu bar, and then select "Chart of Accounts" in the pull-down menu. Click the "Account" button at the bottom of the screen.
